A graduate of and visiting lecturer to Queens University Belfast, Ciaran holds a Masters degree in civil engineering and is qualified as a trainer and a safety practitioner. A Chartered Civil Engineer; he holds corporate membership of the Institution of Civil Engineers (ICE) and the Institution of Occupational Safety and Health (IOSH). Ciaran is also a Professional Member of the American Society of Safety Engineers (ASSE). 

Ciaran designed and managed a number of civil engineering projects in the water industry between 1978 and 1990.  Since 1990 Ciaran has been extensively involved in the field of safety, health and environmental management, both in training delivery and the development of standards and policy.  He has written several papers on a range of safety and environmental issues and co-produced interactive CD ROM and internet-based safety management and training programs.  He is working on future developments in this field. 

In 1999 Ciaran was awarded the Zurich Municipal/ IOSH Supreme award for health and safety for his work as author of a quality based safety management system for the Department of Regional Development’s Roads Service, a Northern Ireland government department. In 2001 Ciaran received the National Irish Safety Organisation’s Occupational Safety Award (N.Ireland Region), on behalf of Roads service, for consistent achievement in safety. 

His recent experience includes the design, development and publication of, quality-based, safety management systems for public and private sector organisations (including the construction, retail, manufacturing, utilities, docks and the food & drink industry). Ciaran is a key architect of construction industry 3rd party audit schemes for safety management systems, including iiSAFE™ and Safe-T-Cert, and has achieved the competence standards set down by the International Register of Certified Auditors (IRCA). He is works with the Government representatives from Scotland, England and Wales on the development of UK guidance for safe temporary traffic management [Traffic Signs Manual, Chapter 8] and Design Manual for Roads and Bridges standards for Environmental management. 

Ciaran edited the Roads Service Environmental Handbook (acclaimed by Dr David Bellamy, 2001), developed the Highways Environmental Management model (published by the Institution of Highways and Transportation, Spring 2001) and since 1998 has sat on UK project boards concerned with the environmental and technical design aspects of the Design Manual for Roads and Bridges. He is one of the authors of the UK Traffic Signs Manual – Chapter 8 for design and operation of temporary traffic management.

Since 1997 Ciaran has been a regular 'stringer' on safety and health issues for two staff magazines for a NI government department. He is also a video, book and academic paper reviewer for ICE, IOSH and other independent bodies. In 2003 Ciaran carried out chemical safety audits and jointly developed the Chemical Safety Analysis and Control system, a database driven process for compliance with COSHH/ DSEAR (EU) and HAZCOM (US).

Ciaran is on the Institution of Civil Engineer's Expert Panel for health and safety and a Member of the Northern Ireland Committee of ICE.
