Ciaran McAleenan

A graduate of and occasional visiting lecturer to Queens University Belfast, Ciaran holds a Masters degree in civil engineering and is qualified as a trainer and a safety practitioner. A Chartered Civil Engineer; he holds corporate membership of the Institution of Civil Engineers (ICE) and the Institution of Occupational Safety and Health (IOSH). Ciaran is also a Professional Member of the American Society of Safety Engineers (ASSE). He is on the Institution of Civil Engineer's Expert Panel for health and safety and a Member of the Northern Ireland Committee of ICE and Chair of the, recently inaugurated NI Region ICE H&S Expert Panel.
Ciaran designed and managed civil engineering projects in the water industry between 1978 and 1990. Since 1990 Ciaran has been extensively involved in the field of safety, health and environmental management, both in training delivery and the development of standards and policy and is working on future developments in this field. He presently is Project Manager on one of Roads Service (NI)’s Strategic Road Improvement Team.
Ciaran’s involvement with Expert Ease International includes software and website development, specific training programs including, confined spaces, noise and vibration, chemicals, construction site safety, design safety and safety at road works/ highway work zones. In addition he writes and presents technical and academic papers at international conferences.

Provision of advice and support to Directors and Chief Executives in relation to statutory health and safety obligations, including policy and the development of procedures; |

Membership of UK Technical Project Boards for development of health and safety, environmental and pavement engineering design and maintenance standards; |

Provision of health, safety and environmental inputs to Business Plans and Annual Reports, including recommending relevant operational targets and reporting on their progress; |

Developing and monitoring implementation of health and safety standards in the construction procurement process, including advising Clients and Designers on design safety matters; |

Establishing health and safety competence standards for designers and coordinators and the provision of training and assessments in preparation for inclusion on designers competence register; |

Leading health and safety compliance audits and monitoring programs and reporting outcomes to Boardroom; |

Chairing health & safety and environmental committees and the management of working groups/ construction safety project assignments.

Present Projects
Ciaran is currently co-editing a new Thomas Telford Limited book "ICE Handbook of Health and Safety in Construction" as well as authoring a number of the chapters.
Ciaran has completed a paper on competence and governance (including the development of OCMITM, along with Philip who will present it at a session of the Canadian Society of Safety Engineering in Calgary, ALBERTA; 2009. Ciaran has been invited to present a peer-reviewed paper on Engineering Competence at the Royal Melbourne Institute of Technology in October 2009.
· IOSH/ Zurich Municipal Supreme Safety Award for the design and introduction of a quality based health and safety management system (1999).
· ISI E-Commerce Interforum Awards – Winner of N. Ireland start-up category for small businesses for the development of a safety web-site designed to make safety management available to all SMEs (2000).
